The 221 series is a suburban train of JR West that appeared in 1989, and when it was introduced, it was used as a new rapid train along with the 117 series. The lead car had a large curved glass panel on its streamlined front, and was nicknamed the "Amenity Liner'' as it was the first new model to be built after the establishment of JR West.
With the introduction of the 223 series, it retired from special rapid service around 2000, but has continued to be active on major routes throughout the Keihanshin area ever since. Also, since 1998, yaw dampers have been added to some bogies, and since 2004, the lower skirt of the lead car has been extended.
